The Program Manager plans, organizes, coordinates, manages and implements all the substantial, logistic and supporting aspects for the development of the programs implemented by HIAS within the framework of the agreements with UNHCR, PRM and other donors in Guyana (Protection, GBV, MHPSS, Economic Inclusion, among others) and all the processes and activities implemented by the organization. In close coordination with the Country Director, leads the coordination processes with external organizations to get humanitarian assistance for our beneficiaries. Supports the Country Director in the coordination and management of the current CO portfolio, identification of new projects and opportunities that contribute to the protection of our population of concern. Coordinates and oversees the organization processes on monitoring and evaluation.
ESSENTIAL FUNCTIONS:
• Ensure the delivery of programmatic results, in accordance with the established work plans and projections approved, coordinating inputs and support from various teams at the national, regional and global levels, as well as establishing and coordinating the necessary external relationships to achieve impactful results.
• Establish clear strategies and implementation plans, in accordance with the approved budgets and milestones.
• Monitor progress of program implementation by exercising the necessary programmatic supervision and leadership. Evaluate program implementation and introduce the necessary changes to achieve results.
• Provide oversight of program implementation and execution of program plans via regular financial, program tracking reports and M&E data related to monitoring program performance.
• Oversee the management of field office operations and carry out periodic monitoring visits.
• Based on the information collected from technical staff, coordinates the timely preparation and submission of comprehensive and statistical reports requested by donors. Generates analyses to allow the identification of trends and plans proposals for the follow up and improvement of projects. Follows up and alerts about the accomplishment of activities, goals and due dates to present reports to donors, according to the schedule agreed.
• Ensures services are offered in a professional and ethical manner.
• Arranges internal coordination processes to facilitate the necessary resources to develop the organization programs. Manages staff needs and program budget requirements, in consultation with the Country Director and the Finance Manager.
• Develops strategies to facilitate the implementation of policies, procedures and protocols in the organization. Constantly revises current program models in consultation with Regional and HQ sector specialists and develop innovative implementation processes to enhance HIAS’ services to refugees to meet emerging needs, protects vulnerable refugees and promotes self-reliance among the refugees we serve.
• Ensures available technology (databases) in the organization is used correctly along all the operations.
• Periodically participates in case management meetings in order to identify needs and trends to propose strategies to enhance the attention of such cases.
• Leads the coordination of internal trainings to implement and consolidate the CMS and other technological tools.
• Coordinate with the Country Director and the Finance Manager the procurement of the necessary resources (financial and non-financial) to achieve goals.
• Coordinate the development of necessary communication materials and tailored them to the identified stakeholders.
• Supports in the formulation and implementation of internal protocols for the prevention and response to sexual and gender-based violence (SGBV) and children protection in coordination with all the HIAS team.
• Acts as a HIAS liaison with other UNHCR implementing partners and other external organizations to coordinate and strengthen referral systems.
• Participates in thematic meetings with other implementing partners, if needed.
• Organizes, participates and manages high level internal and external meetings and training activities. Coordinates capacity building trainings for migrants/refugees, staff and partner organizations.
• In close coordination with the Country Director, help to identify and pursue funding opportunities. Prepares and develops proposals for current and new donors.
• Supports Guyana Country Director and HIAS staff members to promote the interests of the asylum seekers and refugees in any way needed.
• Support HIAS’ Operational Framework on Accountability to Affected populations
• Oversee the implementation and application of HIAS’ standard operating procedures are done in line with HIAS’ policies on safeguarding to beneficiaries’ children, adults and staff.
• Performs other duties assigned by the Country Director.
QUALIFICATIONS & REQUIREMENTS:
• Graduate degree in Social Sciences, Law, Project Management or any other relevant degree. Master’s degree desired.
• A minimum of 7 years of working experience in project management, preferably with an INGO.
• Minimum of 3 years of team management experience.
• Fluency in Spanish and English (oral and written)
• Knowledge of Accountability to Affected Populations Framework
• Management of Windows, Ms-Office and Internet.
• Experience in database management.
• Excellent organizational and problem-solving skills required.
• Responsible, professional, discreet, energetic and a person of integrity.
• Ability to work with people from different cultural settings/backgrounds.
• Ability to work effectively with teams.
• Excellent interpersonal, written and oral communication skills.
• Experience working with vulnerable populations, especially refugees or asylum seekers is an added advantage.
• Ability to travel within Guyana and at times, to insecure operating environments, and internationally as needed.
