SUMMARY:
Counterpart International is currently seeking a Community Development/Youth Empowerment Deputy for the anticipated 4-year USAID-funded Community, Family, and Youth Resilience (CFYR) initiative funded under Youth Power Implementation IDIQ designed to reduce youth involvement in crime and violence in target communities in the Eastern and Southern Caribbean. The Community Development and Youth Empowerment Deputy will be responsible for leading the effort to target communities and youth engaged in participatory local governance solutions, and helping improve social systems for at-risk and vulnerable youth through a Positive Youth Development approach. Preference will be given to national candidates. This is a full time position based in Guyana with potential regional travel. To qualify for this position, applicants must be residents of the following countries: Antigua & Barbuda, Barbados, Dominica, Grenada, Guyana, Saint Lucia, St. Kitts & Nevis, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago. This position will report to the Community Development/Youth Empowerment (CDYE) Lead.
DUTIES AND RESPONSIBILITIES:
• Support the selection of target communities in Guyana in coordination with the CDYE Lead, the impact evaluation team and USAID.
• Facilitate the strategy and implementation of community-based primary prevention interventions.
• Manage the implementation of community-based assessment and planning processes, using technology and mapping tools as appropriate, and the development of community work plans.
• Employ a Positive Youth Development and community-based approach to identify risks and protective factors affecting target communities and at-risk youth.
• Support the development, adaptation and roll out of relevant community and youth development tools and methodologies.
• Recruit and train community youth facilitators, promote youth engagement and provide youth leadership training for both boys and girls.
• Provide technical support to communities and monitor the implementation of small grants aimed at building community cohesion.
• Facilitate partnerships between the government and private sector as needed.
• Support knowledge sharing and learning.
• Track and report on programmatic achievements and provide input for program reports and communications.
RequirementsRequired:
Must be a resident of the following countries to qualify for this position: Antigua & Barbuda, Barbados, Dominica, Grenada, Guyana, Saint Lucia, St. Kitts & Nevis, St. Vincent & the Grenadines, Suriname, Trinidad & Tobago.
Required:
• Bachelor’s degree in economic development, social work, psychology, education, public health, or related field.
• Minimum of 5 years’ professional background and knowledge and experience in the policy and programming related to providing evidence-based community, family, and youth services.
• Specialized knowledge of technical expertise (in one or more of): community based approaches to youth crime and violence prevention; psychosocial services; youth empowerment and workforce training; working with at-risk youth; juvenile justice; public service delivery; public private partnerships; or grant programs.
• Excellent organizational and analytical skills and a reputation for strong personnel and program management.
• Experience with gender integration and social inclusion.
• Fluency in spoken and written English.
• Regional experience in the Caribbean.
Preferred:
• Master’s degree in a relevant field.
• Experience working on USAID-funded projects.
• Guyanese national preferred.
