Context:
Under the general oversight of the Regional Director in the Regional Office (RO) San Jose,
direct supervision of the Regional Coordination Officer for the Caribbean (RCOC) in Guyana
and under the technical oversight of the Director of the Information Technology &
Communication (ITC) Division at IOM Headquarters (HQs) and in coordination with the General
Registrar of the General Registrar Office and the successful candidate will provide management
support to the General Registrar Office (GRO) Information Management System (IMS) with the
technical skills necessary for the systematic management and monitoring of the data entry
process and quality assurance.
Core Functions / Responsibilities:

  1. Support the management of the overall data entry process for birth, death and marriage
    records at the General Registrar Office.
  2. Liaise with IOM Panama Regional IT Center to provide on-the-job technical assistance and
    troubleshooting to ensure quality performance of the IMS.
  3. Assist in the establishment of management structures, policies, procedures and controls to ensure the data entry process is efficient and meets quality assurance requirements.
  4. Train and coach the GRO National Manager to ensure a smooth hand-over of the data
    management system.
  5. Provide training to all data entry clerks in the proper use of the IMS.
  6. Prepare reports for GRO management, highlighting system performance and problems.
  7. Perform such other duties as may be assigned.

Required Qualifications and Experience:
Education
• Master’s degree in Information Technology, Computer Science, Systems Engineering or a
related field from an accredited academic institution with two years of relevant professional
experience; or
• University degree in the above fields with four years of relevant professional experience.
• Professional certification in Microsoft, Cisco, VMware, etc. is an advantage.
Experience
• Experience in the area of database development and database management;
• Experience in a similar setting preferred, with a demonstrated ability to maintain accuracy and
confidentiality in performing responsibilities.
Languages
Fluency in English is required.

Other:
Internationally recruited professional staff are required to be mobile.
